Also, instead of a ban, you can simply notify players that another player with a bad reputation has joined them.
I think this is actually a good thing. It heavily discourages griefing, and while, yes, people can improve. I don't think it's the dev's or players jobs to play rehabilitator. They encourage reaching out to be unbanned, I think that's enough for people who try to ruin the game for others.

I just want to clarify that players aren't getting "automatically" banned after X amount of kicks as that would definitely lead to much abuse like you mentioned. We will rely solely on the evidence and yes, we do count the # of blocks.
For those players who are not on the Eastern Hemisphere, we have had a few highly problematic griefers/trolls in the late evening timezone (for the North American players) and they are now on our Global Block List (GBL). We have well document evidence from players within the community of their behaviour and as such, the newly implemented GBL is best suited to tackle these kinds of serious offences. It can be quite easy to ruin a run after progressing so much, and so the only way to prevent such players from negatively effecting the Unrailed! community is through something like the GBL.
I'm not opposed to a reputation system but such a system only works in conjunction with a in-game ban system. About the players I mentioned earlier, they would just ignore a warning if we were to give them one. I do believe it is somewhat our responsibility to maintain a somewhat positive environment within the community. All players do not have to get along with each other however, as that is how teamwork and team building goes.
It's a bit of a long story as to how we got to this point but I know quite a few players within the community will be glad to see the end of the constant griefing/trolling in the late evenings-early mornings (North American timezeones). I and other prominent members within the community are exposed to a lot of new players and their play styles so I want to reassure everyone that we won't put any player on the GBL without an internal discussion based on solid evidence.
a more negative outlook when compared to the GBL as a player could simply block you for reasons unbeknownst to you, valid or not, warranted or not.
In the case we are able to warn players for their behaviour, I'd like to think that we would that the opportunity to do so in most cases.
Like, there will be many moments when the players together can roll up a complaint about the player saying that he is a griefing and this can really happen with such ban systems
